[Nc140] Graduate student travel opportunity to NC140 meeting 2017

At the NC meeting at Penn State, we decided to use some of the funding our
committee received to support graduate students attending the next meeting
in Asheville NC the week of November 13 2017.  We have funding for up to 10
students.

If you have a graduate student who could benefit from attending, please
