[Nc140] State reports upload and misc

Hi Stefano,

I will probably need 5 minutes or so (total) to summarize the 2017 Sweet Cherry Rootstock and 2017 Tart Cherry Rootstock trials.

Greg (1) Reighard might need time to summarize the 2017 Peach Rootstock Trial.
