[Nc140] 2017 NC-140 Project Draft

Attached you will find a draft of the 2017 NC-140 project  proposal that
the committee has been working on for 4+ months.  This was discussed in PA
and approved,  although revisions and corrections are still being made.
Please take a look, especially at the "Methods" section beginning on page
6, for where your state should or should not be included.  I will need all
changes by COB on

.  For your reference, we have already had to submit the justification and
objective sections so changes are not being made for these sections.

​I apologize for the short turn around as I used an incorrect address
earlier this week.
