Hi Mike,
Thank you and the committee for putting the proposal together.
For the Method part, Objective 1, item (i) 2015 Organic Modi Apple. I saw two NJ and I think one of them should be New Mexico. We do have this Modi planting in NM.
Objective 3: General climate, water, nutritional, and physiological stress: with this 2015 Organic Modi Apple planting, we do evaluate rootstock performance in high pH alkaline soil. So, you may list NM together with UT under (3) even though NM only tests apple rootstocks in alkaline soil.

Attached you will find a draft of the 2017 NC-140 project  proposal that the committee has been working on for 4+ months.  This was discussed in PA and approved,  although revisions and corrections are still being made.  Please take a look, especially at the "Methods" section beginning on page 6, for where your state should or should not be included.  I will need all changes by COB on
